- Develop the Proposal. Proposals to the General Assembly can come from individuals, committees or working groups of any kind. Any proposal brought forth must have full consensus by at least three persons whom have attended at least one Occupy Oakland General Assembly.
- Seek Relevant Input. Groups submitting a proposal are strongly encouraged to consult with all parties who shall be impacted by the proposal, like caucuses or committees or working groups, to develop cohesive proposal.
- Submit the Proposal to the Facilitation Committee. Get your proposal to the Facilitation Committee by submitting the proposal by email or in person. Proposals for the GA should be submitted to facilitation@occupyoakland.org or in person to the Facilitation Committee during a facilitation committee meeting on Mon., Wed., Fri. or Sun., at 12.00pm. Note: Facilitation holds no power to decide the merits of your proposal, only to assist you in getting it on the agenda.
- Proposal Queue. Once the proposal is ready to be presented to the General Assembly, the proposal is placed on the “Proposal Queue” on occupyoakland.org. Please check the proposal queue and Occupy Oakland’s General Assembly Agenda to see when a proposal is to be presented. Proposals are accepted on a rolling basis and are presented on the basis of submission and urgency.
- Confirm Place on the Agenda. The facilitation team will confirm your place on the agenda. Proposal makers are responsible to check the proposal queue and GA agendas by accessing newly updated agendas from Occupy Oakland’s website.
- Present the Proposal. Present your proposal to the assembly at the assigned time on the agenda. Be prepared to respond to questions, concerns, and friendly amendments. If at any point in the process, it is clear that your proposal is not achieving approval from the assembly, you are encouraged to table the proposal and consider what, if any, changes could bring it closer to approval. If you do this, a revised proposal should go through this process again starting at the first step.
