Regarding Agenda Item #4: Strategic Policy Partnership Contract Amendment From: Oakland Police Department Recommendation: Adopt A Resolution Authorizing The City Administrator To Amend The Contract With Strategic Policy Partnership, LLC In The Amount Of Two Hundred Fifty Thousand Dollars ($250,000) To Hire A Consultant (William J. Bratton) To Put In Place A Much Needed Short-Term Crime Fighting Strategy And A Citywide Reduction And Community Safety plan.

City Council of Oakland, the People are not as ignorant as you think we are. We know who you ultimately work for and who you support and defend. You are hereby put on notice that we are aware of the full-spectrum governmental offensive against political dissent and we are well aware of the militarization of local police, which is highlighted in the book OVERKILL: THE RISE OF PARAMILITARY POLICE RAIDS IN AMERICA. This is occurring both in public and behind the scenes. We demand that you discontinue your complicity with the federal government and repatriate yourself to the people of the City of Oakland and to the State of California.

You, the Oakland City Council, have allowed the federal government to overstep their bounds and to ever-increasingly encroach on the absolute rights and civil liberties of the people. Private security firms work hand in hand with the dominating forces of the central government working on behalf of interlocking cartels such as the Federal Reserve Central Bank, Fortune 500 Corporations, Wall Street, the public/private/governmental Intelligence community and the Defense Industry.

Although I am neither a member of, nor advocate for, the Revolutionary Communist Party, I quote its chairman and former Bay Area resident Bob Avakian: “The role of the police is not to serve and protect the people. It is to serve and protect the system that rules over the people. To enforce the relations of exploitation and oppression, the conditions of poverty, misery and degradation into which the system has cast people and is determined to keep people in. The law and order the police are about, with all of their brutality and murder, is the law and the order that enforces all this oppression and madness.”

This is where enlisting the likes William J. Bratton into our community becomes a serious problem.
Mr. Bratton is the former Chairman of Kroll Incorporated, now senior adviser.

In an article titled THE SECRET KEEPER – JULES KROLL AND THE WORLD OF CORPORATE INTELLIGENCE from New Yorker magazine, dated October 19, 2009, the author William Finnegan partially describes the consistency of Kroll staff by stating:  “Kroll has hired plenty of graduates of the C.I.A. and other secret services, such as M.I.6 and Mossad. The company has suffered its share of embarrassments. Former investment banker Martin A. Siegel was harassed by Kroll operatives so that he wouldn’t testify against Goldman Sachs. In 2004, federal police raided the [Kroll] firm’s São Paulo offices and arrested five employees. Texas billionaire R. Allen  Stanford, who was accused of operating a multibillion-dollar Ponzi scheme and indicted last June, was a longtime Kroll client. With its international intelligence networks and their sometimes unnerving abilities, Kroll began to be described as “a private C.I.A.” The terrorist attacks of September 11th generated a grim surge in business for Kroll, as corporations rushed to improve their security plans.”

William J. Bratton is also a member of the “Homeland Security Advisor Council” (HSAC) which is vice-chaired by James R. Schlesinger the former Secretary of Defense and former Central Intelligence Agency Director, Member of the Council on Foreign Relations and Senior Adviser to Lehman Brothers Ltd. and Lehman Brothers Holdings Incorporated.

HSAC is a council within the Department of Homeland Security that provides advice and recommendations directly to the Secretary Janet Napolitano.

William J. Bratton is also on the Board of Directors of Motorola Solutions which is rated #75 in the 2012 TOP 100 GOVERNMENT CONTRACTORS.

William J. Bratton is also CEO of his owned operation known as BRATTON GROUP LLC. On his website it is noted that BRATTON GROUP LLC has worked EXTENSIVELY in South America. I would love to see the EXTENSIVE list of  operations this group has and is conducting in South America… contracted by whom and for how much?

I ask this: What countries are historically the greatest U.S. “ALLIES” in South America? How about Colombia? Where the U.S. has recently installed seven military bases.

I remind you that former Colombian President Alvaro Uribe was given the U.S. Presidential Medal of Freedom on January 13, 2009 by President George W. Bush. You might not be aware of this but a U.S. Defense Intelligence Agency report from 2004 described Uribe as a “close personal friend of Pablo Escobar” and “dedicated to collaboration with the Medellin cartel at high government levels.”

On December 16, 1997, a Chinese ship, docked in Oakland, destined for the Uribe campaign manager’s company in Medellín, carried 20,000 kilos of the cocaine precursor chemical potassium permanganate. This incident is now known as the quietest seizure in DEA history.

Considering this EXTENSIVE work being touted on the BRATTON GROUP LLC website I would like to know if the BRATTON GROUP LLC operates in coordination with any elements trained at the “United States Western Hemisphere Institute for  Security Cooperation” (WHINSEC) formerly known as the SCHOOL OF THE AMERICAS… which is known to have trained South American forces and is responsible for brutal human rights violations, rape and murder of civilians and a broad scope of assassination operations.
