As resegregation reshapes the Bay Area, low-income communities of color are increasingly living at the expanding edges of our region, where they struggle to find quality jobs, schools, and public transportation, decent affordable housing, and a political voice. Generating policy alternatives to the region’s unjust land use, housing, and transportation systems have not been enough to stop this trend.
