Last month, Libby Schaaf presented her budget for the 2019-2021 budget cycle. Despite a citywide survey that revealed Oakland’s two top priorities are homelessness and affordable housing, Libby’s budget increased spending for her office and the police department. And it decreased spending on everything else including public works, libraries, social services, parks & rec and race & equity.
