Lewis Cohen, Deputy Mayor for Policy & Program
Lewis Cohen has been an active participant in shaping the national conversation on school reform, particularly with regard to creating a more balanced view of assessment and accountability. Most recently he served as Executive Director of the Coalition of Essential Schools, a leading national school reform organization. Prior to that he was Assistant Superintendent for Government, Policy and Legislation at the Oakland Public Schools. Lewis was the Oakland City Council’s first legislative analyst. Sharon Cornu, Deputy Mayor for Community & Governmental Relations
Sharon Cornu is a long-time political strategist, community organizer and former elected labor leader. She returned to Oakland after serving as National Field Director for the AFL-CIO in 2010. A magna cum laude graduate of Brown University, she holds a masters degree in human services from the University of Massachusetts. She serves on the Alameda County Democratic Central Committee and the East Bay Economic Development Alliance. She was recognized by East Bay Housing Organizations for her leadership on affordable housing in 2009 and was Assemblymember Sandre Swanson’s Woman of the Year in 2007. Richard Cowan, Community Services Manager
Richard Cowan is in charge of intragovernmental relations, working on Boards and Commissions and relations with the City Council. He also is the liaison with the Oakland Assistance Center, which provides constituent services. He is an Oakland resident, living in the Redwood Heights neighborhood, for which he was a past president of the Neighborhood Association. He served as Ms. Quan’s chief of staff during her eight years as a Council Member. Before working for Ms. Quan, he was the Executive Director of Legal Assistance for Seniors. He is married to Kathleen Collins, a physician at Kaiser Permanente, and they have a daughter Maegan, a student at the University of British Columbia. Maisha Everhart, Special Assistant to the Mayor
Maisha Everhart is an Oakland native and graduate of Skyline High School. She earned a BA in Political Science from Spelman College and Juris Doctorate from Rutgers School of Law. She served as the Northern California Director for Hillary Clinton’s Presidential Campaign and as the Partnerships and Grants Director for Al Gore’s nonprofit, the Alliance for Climate Protection. Reygan Harmon, Senior Policy Advisor for Public Safety
A student leader and graduate of Skyline High School, Reygan graduated Magna Cum Laude and Phi Beta Kappa from Spelman College and went on to earn her Juris Doctorate from the University of San Francisco School of Law. She taught in the Atlanta Public School District, served as Court Appointed Special Advocate for foster children in Alameda County, and was the at-large delegate to the 2008 Democratic National Convention. She joined the City of Oakland as the Legislative Analyst to the City Council’s Public Safety Committee and most recently, as an investigator with the Citizens’ Police Review Board, where she investigated cases of police misconduct, recommended officer discipline to the City Administrator and worked with community stakeholders and the OPD command staff to bring attention to and address bias-based policing. Susan Piper, Mayor Communications Manager
Sue Piper brings many years of experience in public relations and marketing consulting to the Mayor’s Office. As owner of Susan Piper Public Relations, she has provided strategic public relations and marketing consultation to school districts, colleges and universities, health care institutions and local nonprofits. She served as the Vice President of Public Affairs at Alta Bates Medical Center, and the Special Assistant for Communications to the Oakland Schools Superintendent. A graduate of the Medill School of Journalism at Northwestern University, she earned a Masters in Public Health from UCLA. Prior to joining the Mayor’s office, she served as a policy analyst in Council Member Jean Quan’s District Office. She and her husband live in Hiller Highlands. Their three children attended Oakland public schools and Sue served as PTA President at Kaiser Elementary and Oakland Tech. Ellen Dillard, Special Assistant to the Mayor–Scheduling

Sabrina Landreth, Budget Director
Sabrina joined the City of Oakland in 2007, working on budget and fiscal issues for the City Council as the Legislative Analyst to the Finance & Management Committee. In April 2010, she moved to the FInance & Management Agency to work on budget and fiscal issues until being named Budget Director in January 2011. Prior to her service in Oakland, Sabrina worked for the CA State Assembly Revenue & Taxation Committee. She worked on fiscal/budget projects for the CA Department of FInance; the CA Technology, Trade, & Commerce Agency; and the U.S. General Accounting Office. She was staff person to the CA Committee on Tax Policy in the New Economy. She earned a mechanical engineering degree from M.I.T. and Master’s in Public Policy from UC Berkeley.

Arturo M. Sanchez, Assistant to the City Administrator
Originally from the LA area, Arturo first came to Northern California to attend UC Berkeley, where he received a Bachelor of Arts in English Literature. He attended New College of California School of Law and practiced education law for two years at Central Legal de La Raza in Oakland then at La Raza Centro Legal in San Francisco. Arturo joined the City of Oakland in 2002 as a Neighborhood Law Corp Attorney in the City Attorney’s Office, and then worked in the District 4 office as a policy analyst. Since 2004, he has been administering Oakland’s nuisance laws as an Assistant to the City Administrator, and since 2010, he also manages the special business permits division of the City Administrator’s office. Karen Boyd, Assistant to the City Administrator- Manager of City Communications
Karen Boyd is a seasoned communicator with more than 20 years’ experience directing strategic communications programs for public agencies, including city and county governments and federal agencies. She is currently the Communications Director for the City of Oakland. Her 14-year tenure at the City of Oakland includes being the Communications Director for the City Attorney’s Office and the Public Information Officer for the Public Works Agency. Prior to her career at the City of Oakland, Karen spent 11 years as an environmental consultant working on community relations related to water quality and hazardous waste cleanup projects. Drew Lisac, Senior Policy Advisor for Economic Development
Drew Lisac brings 20 years of experience in economic development, higher education, business and community programs. He leaves his position as President of Altamira Enterprises, a private philanthropy and social enterprise company based in Oakland focusing on jobs, workforce training, education, economic development and structural changes to areas of endemic poverty. Prior to that, he served as the Vice President of Corporate Social Responsibility of the Bank of America (2008-2010); Managing Partner of the ALA Group (1995-2008), and Assistant Dean at Stanford University (1984-1995). Hatzune Aguilar, Special Assistant to the Mayor
Hatzune Aguilar brings a range of experiences on progressive public policy advocacy and community organizing. She has been a voting rights advocate on Sioux reservations in South Dakota. She has worked as a family housing advocate in San Francisco’s Tenderloin District, and has led many advocacy campaigns on issues affecting the Latino/Hispanic and LGBTQ communities. For the past seven years, she has been a principal policy consultant and chief of staff at Jim Gonzales Associates, a strategy and public policy research firm based in Sacramento. She was the program coordinator for the Latino Policy Coalition; a principal for the Reneweable Energy Accountability Project; and managed organizers throughout the country for the ADA/Working Families Win voter educationai project.
