The Bay Area Air Quality Management District is in the process of revising the rules for the five Bay Area refineries, whose hazardous emissions are responsible for the higher risk of dying from heart disease and strokes in surrounding communities. However, the current draft of the new rules could increase the amount polluters are allowed to emit, and if implemented, would allow refineries to process far dirtier crude such as Canadian tar sands.
