The Oakland Tenants Union is an organiza
tion of housing activists dedicated to protecting tenant rights and intere
sts. OTU does this by working directly with tenants in their struggle with
landlords\, impacting legislation and public policy about housing\, commu

ing renters’ rights. The Oakland Tenants Union is open to anyone who share

Monthly Meetings

The Oakland Tenants Union meets regularly at 7:00 pm on the second Mo
nday evening of each month. Our monthly meetings are held in the Community
Room of the Madison Park Apartments\, 100 – 9th Street (at Oak Street\, a
cross from the Lake Merritt BART Station). To enter\, gently knock on the
window of the room to the right of the main entrance to the building. At t
he meetings\, first we focus on general issues affecting renters city-wide
and then second we offer advice to renters regarding their individual con
cerns.

\, police body camera secrecy\, anti-transparency laws and requirements fo
r “backdoors” to cellphones\; we oppose “pre-crime” and “thought-crime\,”
— to list just a few invasions of our privacy by all levels of Government
\, and attempts to hide what government officials\, employees and agencies
are doing.

We draft and push for privacy legislation for
City Councils\, at the County level\, and in Sacramento. We advocate in o
p-eds and in the streets. We stand in solidarity with Black Lives Matter a
nd believe no one is illegal.

Oakland Privacy originally came toge
ther in 2013 to fight against the Domain Awareness Center\, Oakland’s city
wide networked mass surveillance hub. OP was instrumental in stopping the
DAC from becoming a city-wide spying network. We helped fight and helped
win the fight against Urban Shield.
\n
Our major projects currently i
nclude local legislation to regulate state surveillance (we got the strong
est surveillance regulation ordinance in the country passed in Oakland!)\,
supporting and opposing state legislation as appropriate\, battling mass
surveillance in the form of facial recognition\, mass aerial surveillance\
, and other analytics\, and pushing back against ICE.
\n
On September
12th\, 2019 we were presented with a Barlow Award by the Electronic Front
ier Foundation for our work\, and on March 16th\, 2021 s James Madison Fre
edom of Information Award by the Northern California Society of Profession
al Journalists.

orian Amazon\, and its support for a fascist military dictatorship in Myan
mar\, Chevron has established an egregious record of human rights abuse\,
environmental degradation\, and the deliberate poisoning of global communi
ties. The toxic plume of particulate matter emissions from its Richmond re
finery affects half a million people in the Bay Area\, especially Black an
d Brown residents of San Pablo\, North Richmond\, and Richmond. Come hear
about why it’s so important to show up for Anti-Chevron Day on May 21st.

address Chevron’s international record: its persecution of lawyer Steven D
onziger\, who has spent two years under house arrest for representing a gr
oup of Indigenous peoples and rural farmers in Ecuador in a lawsuit agains
t Texaco\, which was accused of dumping some 16 billion gallons of toxic w
aste in what would become known as the “Amazon Chernobyl.” That lawsuit began in 1993\, ricocheted bet
ween US and Ecuadorian courts\, and continued after Texaco was acquired by
its now-parent company of Chevron. The plaintiffs represented by Donziger
won the case\, forcing Chevron to pay a $9.8 billion dollar settlement. C
hevron retaliated\, and Donziger ended up under house arrest. His trial fo
r criminal contempt is scheduled to begin on May 10th.
\n
And
rés Soto will bring the focus back to Richmond: the scope of comm
unity resistance to Chevron’s Refinery Modernization Project\, its catastr
ophic refinery explosion and fire in 2012\, and February’s oil spill in Sa
n Francisco Bay.

t efforts to reduce harmful particulate matter emissions emitted by the re
finery (and the PBF refinery in Martinez) and explain how you can support
that crucial effort at the Bay Area Air Quality Management District.

Dear HCA-CCC and HCA-Alameda members/supporters\,

As you pro
bably know\, despite robust support among California citizens and many leg
islators\, AB1400\, the single payer bill introduced by Ash Kalra\, has
been tabled for this session so that financing issues could be furthe
r discussed. In the meantime\, The Healthy California for All Commissi
on\, set up by Governor Newsom in 2019\, has reconvened. Their first m
eeting was May 21\, 2021. Discussion was focused on the effects on costs\
, coverage and equity of a unified financing system. There are three comm
ittee members who are very knowledgeable and supportive of changing to a s
ingle payer system and they spoke clearly and strongly about the merits of
such a transition. Further support was vocalized by a number of articula
te community members during the public comment session. You can view the m
eeting at www.chhs.ca.gov/healthycaforall. The next
commission meeting will be June 25\, 2021. The agenda will include design
options and a Community engagement update.

AB1400 HCN (Healthy
California Now) a statewide network of pro-single payer organizations whi
ch includes HCA\, PNHP (Physicians for a National Health Program) and CARA
is appealing to Governor Newsom�s leadership and campaign promise for si
ngle-payer\, while addressing the urgency and devastation of the COVID
pandemic\, and seizing upon the unique opportunities within the new presi
dential administration. The need has never been more clear and more achiev
able for a comprehensive and guaranteed healthcare system that puts an end
to increasing costs\, limited provider choices\, soaring drug prices\, su
rprise bills\, and health plans that charge more and cover less. <

We draft and push for privacy legislation for City C
ouncils\, at the County level\, and in Sacramento. We advocate in op-eds a
nd in the streets. We stand in solidarity with Black Lives Matter and beli
eve no one is illegal.

Oakland Privacy originally ca
me together in 2013 to fight against the Domain Awareness Center\, Oakland
’s citywide networked mass surveillance hub. OP was instrumental in stoppi
ng the DAC from becoming a city-wide spying network. We helped fight and
helped win the fight against Urban Shield.
\n
Our major projects curr
ently include local legislation to regulate state surveillance (we got the
strongest surveillance regulation ordinance in the country passed in Oakl
and!)\, supporting and opposing state legislation as appropriate\, battlin
g mass surveillance in the form of facial recognition and other analytics\
, mass aerial surveillance\, ubiquitous license plate readers\, and pushin
g back against ICE.

On September 12th\, 2019 we were presented wit
h a Barlow Award by the Electronic Frontier Foundation for our work\, and
on March 16th\, 2021 s James Madison Freedom of Information Award by the N
orthern California Society of Professional Journalists.

ess. It has two main features. (1) In order to increase member participati
on in electoral endorsements\, the resolution adds a dedicated candidate f
orum where members can hear from interested candidates\, ask questions\, a
nd debate outside the time constraints of a General Meeting. (2) The resol
ution gives the Electoral and Steering Committees the ability to democrati
cally decide which of the candidates seeking endorsement are put to the ge
neral membership for consideration.

Hanson is a forest ecologist with the
John Muir Project. Five years ago he wrote\, “There are now 66 mil
lion dead trees in California’s forests due to several years of drought an
d native bark beetles\, creating a “catastrophic” wildfire threat—or so cl
aims U.S. Secretary of Agriculture Tom Vilsack. While Vilsack’s assertion
may resonate with many in the general public because it makes intuitive s
ense\,
it simply isn’t true. Among scientists\, there is an over
whelming consensus that weather (hot\, dry\, windy conditions) determines
how wildland fires behave\, not the density of dead trees.”\n
Those
words still ring true for the fire this time.
\n
Come to the monthly
Sunflower Alliance to hear Mr. Hanson address the many misconceptions abou
t rational forest management and the misdirection of our response to wildf
ires. Our understandable alarm about catastrophic wildfire has been explo
ited to advance corporate and political agendas\, primarily that of the lo
gging industry—which is now promoting forest biomass as a nature-based sol
ution to the energy crisis.

Billions of dollars of private capital and
public investment are covering a massive international bet on CCUS\, the f
ast-emerging technologies of carbon capt
ure\, utilization\, and storage currentl
y being promoted as the means to planetary salvation. State\, federal\,
and global entities ranging from the California Air Resources Board to the
U.S. Department of Energy and the International Energy Agency all endorse
CCUS as a necessary means of net-zeroing carbon emissions. Carbon captur
e has equally captured the imagination and endorsement of multiple Big Gre
en organizations. But many in the environmental justice movement reject C
CUS as a “false solution\,” embracing the insight of poet Audre Lorde that
“the master’s tools will never dismantle the master’s house.”
\n
Joi
n us at the next Sunflower Alliance monthly meeting for an in-depth examin
ation of the feasibility\, costs\, and real-life impacts of the rush to ad
opt CCUS. How can we as activists impact policy in the coming legislativ
e season and at the California Air resources Board? We are excited to ann

. He’s an energy economist and lawyer focused on the design and imple
mentation of scientifically grounded climate policy. He holds a JD and PhD
from Stanford University\, where he teaches classes on energy law and cli

*Kathy McAfee\, Professor
of International Relations at San Francisco State University\, teaches pol
itical economy and environmental policy. Her current research concerns “s
elling nature to save it” through market-based and alternative responses t
o unsustainable growth and global warming: carbon trading\, payments for e
cosystem services\, forest conservation in the tropics\, and climate justi
ce.

Bay Area Action Legislative Team\, is a veteran climate justice activist
and state policy expert\, with decades of professional service on the Clim
ate and Health Team in the Office of Health Equity for the California Department of Public Health.

r of Physicians for Social Responsibility Los Angeles. For the past 32 ye
ars\, Martha has served in the non-profit sector as an advocate\, communit

Our program today has two speakers\, Ai
dan Hill and Patricia St.Onge. Aidan will talk about the struggle to defe
nd Peoples Park in Berkeley. Patricia St.Onge has been active for many ye
ars in the struggles of Native Americans over land. These struggles are a
ttempts to undo some of the crimes done by settlers to dispossess Native A
mericans from their ancestral lands. What unites these two speakers are s
erious questions about land itself. The context of this Green Sunday is t
he question of who “owns” the land and who should get to decide how land s
hould be used.
\n
Patricia St. Onge (Haudenosaunee and Quebeco
ise\, adopted Cheyenne River Lakota) is a grandmother and mom. She’s also
the founder of Seven Generations Consulting and Coaching\, offering indivi
dual and group/team coaching\, primarily with members of social justice or
ganizations. She is the lead author of Embracing Cultural Competency: A
Roadmap for Nonprofit Capacity Builders. She is Assistant Adjunct Pro
fessor at Mills College\, Department of Race\, Gender and Sexuality Studie
s. At Mills\, she is also the Elder in Residence.
\nA long time acti
vist\, she is a member of the 1000 Grandmothers for Future Generations. S
he was appointed by the Sogorea Te Land Trust to be a director of the East
Bay Permanent Real Estate Cooperative\, based in Oakland. Patricia is pa
rt of a growing community in East Oakland called Nafsi ya Jamii (The Soul
Community)\, an Education/Spiritual Center and urban farm.
\n
Aida
n Hill (they/them) is a queer/trans political activist in the Bay Area
living on the intersection of multiple identities. They are a former Vice
-Chair of the City of Berkeley Homeless Commission\, a Green Party Elector
al Candidate and a UC Berkeley student stewarding People’s Park in Xučyun\
, Turtle Island. Aidan is committed to highlighting the disparity of power
among marginalized groups and actively contribute to the social\, cultura
l and political movements during their lifetime. Aidan has formerly been e
mployed by the Riverside City College’s Political Science department to te
ach Model United Nations where they won dozens of awards in New York\, Rom
e\, and Seoul\, South Korea. Aidan traveled the state organizing press con
ferences to save the Bag Ban with the assistance of the California Public
Interest Research Group at UC Berkeley (founded by Ralph Nader).

We’ve worked closely with Hank Levy\, Alameda County Treasurer and Tax Co
llector\, since he was first elected in 2018. He’s running again in 2022\,
and (even though his website hasn’t fully caught up)\, he’s including “Developing
a public bank to provide access to much-needed funds for those without suc
h access” on his campaign materials. This public acknowledgment of his int
entions is a big boost for our goals\; being aligned with the County Treas
urer is invaluable.

Our viability study\, a report mandated by the
California Public Banking Act\, is in revision stage and will be released
soon for approval by the founding members’ governing bodies.
\n
We e
xpect to submit our business plan and charter application to the regulator
y agencies in the middle of 2022. That is the last major step in the proce
ss of opening the bank doors!

WHAT IS A PUBLIC BANK?

A pub
lic bank is owned and controlled by the people of the city\, state\, or re
gion it serves. It takes revenue deposits from the governments in its regi
on (and can take deposits from semi-governmental organizations such as EBM
UD or BART). Because it is a public entity\, rather than a completely prof
it-driven corporation\, it is in a position to both save money and make mo
ney for its depositors and — much more important — for the people who live
in the cities\, states\, and regions using the Bank.

Instead of b
eing a retail bank\, our Bank will work with local community banks and cre
dit unions to make better\, more favorable loans to local businesses\, and
local individuals. Public banking has several strongholds around the worl
d\, including Germany — where public banking profits are largely responsib
le for the green energy surge — Costa Rica\, and Vietnam. Public banks cur
rently hold about ⅓ of the money in circulation in the world.

, a young Black Oakland resident with multiple disabilities who was arrest
ed during a mental health crisis and potentially faced years in prison.
Thanks to your support\, we have hit our original fundraising goal of $10
\,000 to help him get the shelter\, food\, and care he needs!\n
It was reported that this incident occurred while James was living on the
streets in acute psychosis. We all pitched in demanding he receive care\,
not incarceration. Now he’s free\, but the state released him back on the
streets without anything but a bus ticket. As our MH First team continues
to support James\, we’re seeing just how the state sets up people like Jam
es to fail. He deserves love\, care\, safety\, and healing.

Our camp
aign to ban oil and gas drilling in Contra Costa is at a key point: On Ma
y 11 the county Planning Commission will meet to consider the new oil and
gas policy in the Conservation Element of the General Plan\, which will de
termine land use decisions for the next twenty years. Let’s all show up (
via Zoom) to tell them: Ban drilling!
\n
Under the current proposed p
lan\, the county would keep approving more oil and gas drilling\, with uns
pecified mitigation of negative impacts. They are proposing 3\,200′ setba
cks\, but research has found harmful pollution from drilling 2.5 miles awa
y.
\n
And they’re begging the climate issue altogether. The new “cod

ear from people all over the Bay Area. We all have a stake in th
is! We need to tell them we’re counting on them to protect our health: bo
th from immediate toxic pollution and climate catastrophe.

Our work continues. One of our recent chapter activities inv
olved educating and engaging more supporters as we look forward to a next
round of legislation. On April 23rd we tabled at Pleasant Hill Community P
ark at a primary kick off event\, sharing information about single payer\,
handing out brochures and gathering contact information of supporters. T
his and other educational outreach events helps grow our list serve.

Please get in touch when you hear of other tabling opportunities in
our and surrounding counties.

We’ve also organized a postcarding campaign in
East Contra Costa County\, where we’ve identified two neighborhoods of pot
ential supporters. On May 14th\, a group of our members met to put togeth
er packets of post cards with printed labels. All packets have been distri
buted. Many of us are in the process of writing personal notes\, asking f
or people to look at our website and contact us for more information.
\n
This is also a reminder for people to vote for single payer sup
porters in the upcoming June 7th election.
\n
We will have an
other round of postcarding in a few months and will let you know when and
how to get involved in this project.

When the Red Nation release
d their call for a Red Deal\, it generated coverage in places from
Teen Vogue to Jacobin
to the New Republic\, was endorsed by the
DSA\, and has galvanized organizing and action. Now\, in response
to popular demand\, the Red Nation expands their original statement fillin
g in the histories and ideas that formed it and forwarding an even more po
werful case for the actions it demands.
\n
One-part visionary platform\, one-part practical toolkit\, th
e Red Deal is a platform that encompasses everyone\, including non-Indigen
ous comrades and relatives who live on Indigenous land. We—Indigenous\, Bl
ack and people of color\, women and trans folks\, migrants\, and working p
eople—did not create this disaster\, but we have inherited it. We have bar
ely a decade to turn back the tide of climate disaster. It is time to recl
aim the life and destiny that has been stolen from us and rise up together
to confront this challenge and build a world where all life can thrive. O
nly mass movements can do what the moment demands. Politicians may or may
not follow–it is up to them–but we will design\, build\, and lead this mov
ement with or without them.
\n
The Red Deal is a call for action beyond the scope of the US colonial stat
e. It’s a program for Indigenous liberation\, life\, and land—an affirmati
on that colonialism and capitalism must be overturned for this planet to b
e habitable for human and other-than-human relatives to live dignified liv
es. The Red Deal is not a response to the Green New Deal\, or a “bargain”
with the elite and powerful. It’s a deal with the humble people of the ear
th\; a pact that we shall strive for peace and justice and a declaration t
hat movements for justice must come from below and to the left.
\n

pects to open by 2023\, and will be a transformative institution that keep
s our money local\, allowing local governments to divest from Wall Street
and reinvest its profits back into our community. Public Bank East Bay’s i
nitial loan policies will support affordable housing development\, provide
support for small businesses (especially for marginalized entrepreneurs)\

\nThis CARE Court proposal has a
$65 million starting cost and claims to combat houselessness and support
people with mental health disabilities\, but provides no funding to perman
ent supportive housing or mental health services such as peer supporters a
nd community-based organizations. The bill instead pushes for ineffectual
forced treatment and allocation of funds to expand our racist criminal leg
al system.
\n
The bill will be voted on any day now and then it wi
ll move quickly to Newsom’s desk to become law. This is our last real chan
ce to stop this bill.
\n

Before there was money\, there was debt. For more than 5
\,000 years\, since the beginnings of the first agrarian empires\, humans
have used elaborate credit systems to buy and sell goods—that is\, long be
fore the invention of coins or cash. It is in this era that we also first
encounter a society divided into debtors and creditors—which lives on in f
ull force to this day.
\nSo says anthropologist David Graeber in a s
tunning reversal of conventional wisdom. He shows that arguments about deb
t and debt forgiveness have been at the center of political debates from R
enaissance Italy to Imperial China\, as well as sparking innumerable insur
rections. He also brilliantly demonstrates that the language of the ancien
t works of law and religion (words like “guilt\,” “sin\,” and “redemption”
) derive in large part from ancient debates about debt\, and shape even ou
r most basic ideas of right and wrong.
\nWe are still fighting these
battles today.

ce\, civil rights\, and racial justice groups have been sounding the alarm
about the dangers posed by Amazon Ring-police partnerships. Collectively\
, we’ve successfully petitioned members of Congress to investigate these s
urveillance partnerships\, garnered widespread media attention\, and publi
shed studies exposing the harms. Despite all the negative attention and ba
cklash\, over 2\,000 police departments continue to partner with Amazon Ri
ng to surveil communities.
\nIn an effort to end these partnerships
for good\, we’re holding the first Ban Ring Coalition Campaign meeting whe
re we’ll discuss a campaign to pass local ordinances to effectively ban th
ese partnerships (even in cities without partnerships). The meeting takes
place on Thursday\, March 23rd from 1-3pm EST. We’re hoping you can att

cameras surveil millions\, from children playing in the park to people vis
iting health clinics to protesters exercising their First Amendment rights
. Alongside the massive growth of this private network of cameras\, the te
ch giant is aggressively expanding their police partnerships. Amazon’s doo
rbell\, floodlight\, mailbox\, and dash cameras record and collect data on
our whereabouts\, our homes\, and our communities. This massive surveilla
nce dragnet poses an existential Orwellian threat to the daily lives of th
e public at large and to our democracy�but for Black and Brown communities
Amazon Ring technology puts their lives in immediate danger.

surveillance state\, police militarization and ICE\, and to advocate for p
rivacy\, surveillance regulation of both corporations and the state\, and
government transparency\, around the Bay and nationwide.

We fight against spy drones\, facial recognition\, tracking equipment\,
police body camera secrecy\, anti-transparency laws and requirements for
“backdoors” to cellphones\; we oppose “pre-crime” and “thought-crime\,” —
to list just a few invasions of our privacy by all levels of Government\,
and attempts to hide what government officials\, employees and agencies a
re doing.
\nWe draft and push for privacy legislation for C
ity Councils\, at the County level\, and in Sacramento. We advocate in op-
eds and in the streets. We stand in solidarity with Black Lives Matter and
believe no one is illegal.

ly came together in 2013 to fight against the Domain Awareness Center\, Oa
kland’s citywide networked mass surveillance hub. OP was instrumental in s
topping the DAC from becoming a city-wide spying network. We helped fight
and in 2018 helped win the fight against Urban Shield.
\nOur major
projects currently include local legislation to regulate state surveillanc
e (we got the strongest surveillance regulation ordinance in the country p
assed in Oakland!)\, supporting and opposing state legislation as appropri
ate\, battling mass surveillance in the form of facial recognition and oth
er analytics\, mass aerial surveillance\, ubiquitous license plate readers
\, and street surveillance\, and fighting to ensure local governments adh
ere to State privacy and transparency regulations.
\nOn September 12
th\, 2019 we were presented with a Barlow Award by the Electronic Frontier
Foundation for our work\, and on March 16th\, 2021 s James Madison Freedo
m of Information Award by the Northern California Society of Professional
Journalists.

hin.

in 2010\, when Nature magazine asked le
ading scientists to provide a ten-year forecast\, Turchin used his models
to predict that America was in a spiral of social disintegration that woul
d lead to a breakdown in the political order circa 2020. The years since h
ave proved his prediction more and more accurate\, and End Times reveals why.
\nThe lessons of wor
ld history are clear\, Turchin argues: When the equilibrium between ruling
elites and the majority tips too far in favor of elites\, political insta
bility is all but inevitable. As income inequality surges and prosperity f
lows disproportionately into the hands of the elites\, the common people s
uffer\, and society-wide efforts to become an elite grow ever more frenzie
d. He calls this process the wealth pump\; it’s a world of the damned and
the saved. And since the number of such positions remains relatively fixed
\, the overproduction of elites inevitably leads to frustrated elite aspir
ants\, who harness popular resentment to turn against the established orde
r. Turchin’s models show that when this state has been reached\, societies
become locked in a death spiral it’s very hard to exit.
\n
In America\, the wealth pump has been operating full blast for two generat
ions. As cliodynamics shows us\, our current cycle of elite overproduction
and popular immiseration is far along the path to violent political ruptu
re. That is only one possible end time\, and the choice is up to us\, but
the hour grows late.

\nYes\, 16 months after UC’s failed a
ttempt in August of 2022 to fence and
\ndestroy the Park\, they have
regrouped and now they are ready to go back
\non the offensive.

We won’t let them destroy it!

Park defenders are preparing to p
rotect People’s Park once again\, as we
\nhave successfully done for
the past 54 years. While there are still some
\nissues winding their
way through the courts\, the situation has changed
\nsince 2022. Stat
e politicians such as Buffy Wicks\, Nancy Skinner and
\nGov. Gavin Ne
wsom have worked to change the law to enable UC Berkeley to

environmental law and finish their conquest of People’s Park.
